摘要：進(jìn)入20世紀(jì)90年代以來(lái)，經(jīng)濟(jì)全球化在各方面迅速發(fā)展，推動(dòng)了世界范圍內(nèi)產(chǎn)業(yè)結(jié)構(gòu)大調(diào)整。在我國(guó)經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí)過(guò)程中，有的地區(qū)發(fā)揮自身的比較優(yōu)勢(shì)，特別是沿海地區(qū)，取得了較快的經(jīng)濟(jì)發(fā)展速度，也在一定程度上優(yōu)化了產(chǎn)業(yè)結(jié)構(gòu)。但是也存在著很多問(wèn)題。產(chǎn)業(yè)結(jié)構(gòu)問(wèn)題是我國(guó)經(jīng)濟(jì)發(fā)展中的基礎(chǔ)性問(wèn)題，在不同的經(jīng)濟(jì)發(fā)展時(shí)期，中央政府采取過(guò)各種辦法來(lái)解決問(wèn)題�，F(xiàn)下，能源利用效率低下和能源結(jié)構(gòu)不合理已成為制約我國(guó)經(jīng)濟(jì)發(fā)展的瓶頸,發(fā)展低碳經(jīng)濟(jì)對(duì)我國(guó)有著非常重要的現(xiàn)實(shí)意義。隨著我國(guó)中小企業(yè)的迅猛發(fā)其高效率的資源配置功能已成為“調(diào)整產(chǎn)業(yè)結(jié)構(gòu)”的強(qiáng)勁引擎。
在過(guò)去2008年金融風(fēng)暴襲卷全球,國(guó)際市場(chǎng)一片哀嚎。現(xiàn)在，世界經(jīng)濟(jì)正在復(fù)蘇中，而今年，上海世博會(huì)的召開(kāi)給世界經(jīng)濟(jì)走出低谷帶來(lái)了新的機(jī)會(huì)，也給中國(guó)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整帶來(lái)了一個(gè)新的契機(jī)。

Abstract：Into the 1990s, economic globalization, the rapid development in all areas, to promote the worldwide industrial structure adjustment.In China’s economic development and restructuring of the upgrade process, some regions its own comparative advantage, particularly in coastal areas, get a faster pace of economic development, but also to a certain extent optimizes industrial structure. But there was also a lot of problems. The industrial structure is China’s economic development of the fundamental problems, in different economic development period, the Central Government to adopt various measures to solve the problem. At the moment, energy inefficient and energy structure has been hindering the economic development of bottlenecks, development of low-carbon economy has very important practical significance. With the rapid onset of small and medium-sized enterprises whose efficient resource allocation function has become the "adjust industrial structure" of strong engine.
In the past 2008 global financial storm volume, international market a wailing. Now, the world economy is recovering, but this year, Shanghai Expo held on the world economy out of recession has created new opportunities, but also to the Chinese industrial restructuring has brought with it a new chance.
