危機管理理論視角下新冠疫情防疫期間高校教學(xué)管理應(yīng)對研究——以江蘇安全技術(shù)職業(yè)學(xué)院為例

摘要:新冠疫情的爆發(fā)和反復(fù)給高校的教學(xué)管理帶來了前所未有的危機與挑戰(zhàn)。蘇安院應(yīng)急教學(xué)管理相關(guān)的工作舉措較為符合公共危機管理的階段周期,也十分契合4R理論模型。從公共管理學(xué)角度剖析高校這一主體,在應(yīng)對常態(tài)化防疫過程中教學(xué)管理如何應(yīng)對,不但具有理論意義更具有現(xiàn)實意義。同時本文從應(yīng)對主動性、應(yīng)對體制機制預(yù)案、應(yīng)對主體間行動溝通與合作、應(yīng)對資源的配置等方面,提出改善高校應(yīng)對突發(fā)公共衛(wèi)生事件中教學(xué)管理的策略建議。
The outbreak and repetition of the COVID-19 have brought unprecedented crisis and challenge to the teaching management of colleges and universities.The work measures related to the college’s emergency teaching management are more consistent with the stage cycle of public crisis management, and also very consistent with the 4R theoretical model.The work measures related to the emergency teaching management of the college are more consistent with the phase cycle of public crisis management, and also very consistent with the 4R theoretical model. Analyzing the subject of colleges and universities from the perspective of public management, how to deal with teaching management in the process of dealing with normal epidemic prevention is not only of theoretical significance, but also of practical significance.At the same time, this paper puts forward some suggestions to improve teaching management in colleges and universities in response to public health emergencies from the aspects of response initiative, response system and mechanism plan, action communication and cooperation between response subjects, and allocation of response resources.

高校是教育教學(xué)的重要場地,具有人員多、分布密集、群體結(jié)構(gòu)單一、生源地分布廣等特點,新冠疫情給高校正常的教學(xué)、生活秩序及校園安全帶來挑戰(zhàn)。筆者在江蘇安全技術(shù)職業(yè)學(xué)院教務(wù)處工作,經(jīng)歷了疫情爆發(fā)至今的教學(xué)管理工作。將江蘇安全技術(shù)職業(yè)學(xué)院校在防疫下的教學(xué)管理工作展開深入研究,從公共管理學(xué)角度剖析高校這一主體,在應(yīng)對常態(tài)化防疫過程中教學(xué)管理如何應(yīng)對,不但具有理論意義更具有現(xiàn)實意義。
危機管理理論是公共管理學(xué)的重要科學(xué)理論,它是為了對應(yīng)突發(fā)的危機事件,抗拒突發(fā)的災(zāi)難事變,盡量將損害降至最低點而事先建立的防范、處理體系和對應(yīng)的措施。20世紀(jì)90年代非典的爆發(fā)使得危機管理理論在中國愈發(fā)受到的重視。危機管理中4R理論模型被普遍接受,該理論指出危機管理主要包括縮減(Reduction)、預(yù)備(Readiness)、反應(yīng)(Response)、恢復(fù)(Recovery)四個階段,縮減階段主要是確認(rèn)危機的來源并進行評估,預(yù)備階段里主要是建立預(yù)警系統(tǒng)和組織培訓(xùn),提高應(yīng)對危機的意識和能力,反應(yīng)階段主要是制定危機管理計劃,使主體具備必要應(yīng)對(未完,下一頁)
